Poste proposé : Administrative and Financial Director M/F - Guinea-Bissau
Our client, a corporation of Electricity and Water in Guinea-Bissau, is recruiting an Administrative and Financial Director M/F.
Position Mission :
- Reporting to the General Manager, this position is responsible for all activities and operations related to the administrative and financial services of the Corporation.
Roles and main Responsibilities :
- Plan, organize, direct, control and evaluate the operations of the finance and accounting departments, treasury and management control
- Develop and implement the financial systems and procedures of the Corporation
- Set performance standards and prepare various financial reports for Executive Management and the Board of Directors
- Design and lead a system to control the compliance of internal financial processes with the budgetary and accounting rules and procedures applicable, and participate in the development of tools for monitoring and controlling financial risks
- Reorganize administrative, financial and accounting management activities.
Specific Activities :
- Coordinate and ensure the preparation of financial statements, summary statements and other reports on analysis, profitability and financial management of the Company
- Coordinate the financial planning and budgeting process, analyze and correct forecasts
- Oversee the development and implementation of financial simulation models
- Evaluate financial reporting systems, accounting practices and investment initiatives and propose changes in processes, operating systems, budgets and other financial control functions to senior management and other department heads or regional directors
- Improve the fiduciary management of contracts by the project management units of donor projects within the corporation, in accordance with the contracting procedures provided in the funding agreements in cooperation with the Engineering and Construction Department
- Establish the standards, processes and procedures for which he/she is responsible and ensure that the configuration and installation of management systems are adapted to the needs of the processes they support
- Define profitability standards for investment projects and deal with mergers or acquisitions
- Alert and report to the General Management and the Board of Directors on any critical trend in relation to the company's financial performance
- Improve the process of establishing and monitoring the execution of the capital and operating budget
- Manage the company's cash flow and financial position
- Maintain general and cost accounting
- Implement the financial reporting process (closing, forecasting, etc.)
- Implement the management software package and in the development of annual business plans
- Improve expense control and secure financial operations
- Participate in the identification of capacity building needs for the corporation's administrative and accounting management activities
- Participate in the hiring, organization and management of personnel under his/her authority
- Ensure the maintenance of staff skills and capacity building
- Develop teamwork and accountability of staff in the performance of their duties.

Basic job requirements :
Minimum Education :
- Have a Bachelor's degree in Business Administration, Economics, Finance, Commerce or a related field
- Any other additional training in fields of knowledge related to general administration would be an asset
- Possess a recognized professional designation in accounting or financial auditing.
Experience required :
- A minimum of 10 years of relevant experience in middle and/or senior level accounting, auditing, planning and financial analysis positions in organizations comparable to the corporation.
Languages :
- FLUENCY in spoken and written PORTUGUESE
- Have a working knowledge of French and English.
Key competencies related to the position :
- Demonstrated ability in management, planning and control
- In-depth knowledge of accounting activities and financial management and good analytical skills
- Results oriented
- Ability to make decisions based on objective facts
- Demonstrate good teamwork skills in a collaborative mode, good communication and leadership skills
- Have a thorough knowledge of the relevant business sectors.
