Poste proposé : Monitoring, Evaluations, and Learning Specialist

JSI is seeking a Monitoring, Evaluations, and Learning (MEL) Specialist for a USAID-funded health sector activity that is directly supportive of the USAID Mission’s Development Objective (DO) 1: Increased Capacity and Commitment of the Local Health System for Better Health Outcomes.
This new activity will be the central pillar of USAID/Guinea’s health service delivery and capacity building portfolio. The project has an expected project length of five years.
The MEL Specialist is a full-time position based in Conakry. S/he will be a member of the project’s Senior Management Team and will apply relevant skills and experience to support monitoring and evaluation of the project, acting as an important Strategic Information (SI) resource for the project and its partners. S/he will monitor GLHSS progress in terms of achieving results, tracking performance indicators, and providing advice on activity adjustments needed for GLHSS to be more responsive to evolving local conditions. S/he will lead the preparation and delivery of scheduled reports and data submission on time to USAID/Guinea. The candidate must be available to mobilize within 30 days of award.

  • Develop a monitoring, evaluation and reporting system that includes baseline data, targets and a plan to evaluate performance and produce timely accurate and complete reporting in line with USAID requirements;
  • Ensure that project related data is captured, documented and reported to properly demonstrate the impact of USAID assistance to strengthen relevant national, provincial, and district-level reporting systems;
  • Ensure robust and innovative dissemination of research and evaluation activity results;
  • Analyze project and other relevant data to provide strategic guidance to the Senior Management Team, and to routinely share findings with project staff and other key stakeholders;
  • Track indicators on project progress;
  • Support partners to develop, capture, consolidate and report on mutually identified indicators and ensure high quality and timely reporting of data and monitoring;
  • Conduct supportive supervisory visits to sub grantees to observe, monitor and provide guidance and quality feedback on the use of data and indicators;
  • Provide leadership and technical oversight in the design and implementation of data collection exercises (e.g., baseline and endline surveys; regular performance monitoring, project research activities, etc.);
  • Train and mentor staff and sub grantees in various aspects of M&E and research and assist them to use M&E systems, including data use and quality assurance;
  • Oversee operational research, qualitative studies and policy briefs to assess the impact of program activities. This includes assuring all ethics and review requirements are met; and
  • Serve as a member of the Senior Management Team.

  • Master’s Degree in demography, statistics, economics, health or another similar field;
  • At least 8 years’ experience in the area of monitoring, evaluation and learning in a developing country;
  • At least five years’ experience with management of M&E systems;
  • Exceptional ability to analyze multiple sources of data to identify data trends and provide recommendations on project implementation;
  • Knowledge and experience with STATA and or SPSS statistical packages strongly desired;
  • Demonstrated relevant professional excellence with a similar activity in Africa;
  • Expertise in Excel, data dashboard design, GIS, and data visualization tools is required;
  • Strong knowledge of applied technologies (e.g., mobile data collection) and cloud-based information sharing (e.g., Google drive and Salesforce) is strongly desired;
  • Demonstrated experience leading and building the capacity of M&E officers, including regional field-based staff;
  • Ability to work effectively and harmoniously with other staff (U.S.-based, project staff, and partner staff), USG donors, consultants, other donors and international organizations; and
  • Excellent proficiency in French and an excellent ability to communicate and write in English.
