Poste proposé : Project Manager

PROJECT: Global Health Supply Chain (GHSC) Procurement and Supply Management (PSM).

General Summary and Background

Chemonics International seeks a Project Manager based in Conakry, Guinea, to support the USAID Global Health and Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project. The Procurement and Supply Management project is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner countries’ management of the supply chain, and 3) collaborates with key international stakeholders to support global health initiatives. The Guinea office works under two of the project’s task orders (PMI and Population and Reproductive Health) to provide commodities, supply chain technical assistance, and waste management assistance. The Project Manager will report directly to the Country Director and will be responsible for assisting the Country Director for the implementation of Coyah Prefab Warehouse (PFW) construction, all activities associated, and the supervision of technical staff embed in the Coyah PWF project. S/he will provide oversight of all technical aspects of the project. The activities include but are not limited to oversee the prefabricated warehouse installation, coordinate the implementation of architectural, engineering and environment review, lead the development of detailed specifications and SOW sub-contractors for the PFW, manage sub-contracts execution, and engage with a wide range of stakeholders The Project Manager will have the overall responsibility for ensuring PFW installation are clearly defined, documented, executed and monitored according to industry, US Government and/or GHSC-PSM standards. The Project Manager will assess and propose solutions to mitigate risks associated with the timely and cost-effective implementation of activities and will provide monthly status updates to the Country Director and clients.

Principal Duties and Responsibilities 

  • Define, document, manage implementation and monitor performance of Coyah PFW activities
  • Monitor and ensure all architectural, engineering and environment recommendations formulated after the evaluation are correctly and well implemented by the firm subcontractors
  • Ensure the technical lead for the development of detailed specifications and SOW for the PFW subcontractors and manage the sub-contracts execution
  • Work with the sub-contract firms to ensure the prefabricated warehouse is executed in line with planning, specifications and budgets
  • Manage the contract with the GHSCPSM/sub-contractor firms, agreeing on tasks to be completed and verifying the company deliverables and consumption of hours
  • Define, document, manage implementation and monitor GHSCPSM environmental mitigation plan through indicators
  • Assess the quality of work on site (site visit), supervises GHSC-PSM/subcontractor firms and participate in site meetings
  • Ensure that the performed work complies with defined specifications and USA and GHSC-PSM standards
  • Coordinate actions between GHSCPSM and sub-contractor firms
  • Draft site visit reports and provide a monthly status report on the progress of the Coyah PFW
  • Develop, collect and report relevant performance management data to GHSC-PSM and as needed
  • Engage with a wide range of stakeholders including donors and government counterparts as required
  • Assume additional responsibilities as required related to PSM technical assistance to the MoH 

Supervision : The Project Manager will report directly to the Country Director or his/her designee.

Profil recherché pour le poste : Project Manager
  • Bachelor or master’s degree in civil engineering, warehousing, project management or related field.
  • At least five years’ experience in managing and monitoring of warehousing and/or engineering work.
  • Experience with public health programs supported by bilateral agencies such as USAID and international agencies such as the Global Fund, UNITAID, WHO and World Bank preferred.
  • Demonstrate good computer skills in Word, Excel, and Power Point. MS Project experience highly desirable.
  • Demonstrated ability to build and maintain effective relationships with senior-level colleagues, government agencies, NGOs, private sector groups, USAID, other implementing partners, and donor organizations.
  • Ability to prioritize and manage several on-going tasks.
  • Excellent organizational, planning and problem-solving skills.
  • Ability to identify and resolve policy and operational constraints. 
  • Demonstrated leadership, versatility, and integrity.
  • Proficiency in French and English, including speaking, writing, reading and ability to conduct business in both languages.
  • Required to be a Guinean National/Authorized to work in Guinea.
  • Ability to travel within Guinea.
